Turn photos into a PDF
Receipts for an expense claim, a few pages of homework, the front and back of an ID card: sending them as a pile of separate photos is messy. One PDF is easier to read, print and file. Here is how to turn your photos into a single PDF, on a phone or a computer.

Create the PDF
- 1Open Images to PDF and choose your photos. You can pick several at once.
- 2Each photo becomes a page. They appear as thumbnails down the side (on a phone, open them with the button at the left of the toolbar) and as full pages in the middle.
- 3Drag the thumbnails to put the pages in the right order.
- 4If a photo is sideways, use the rotate buttons under its page.
- 5Tap Download. The PDF is named after your first photo, and you can rename it by tapping the name at the top.
What you see in the middle is exactly what you will get: the same page size, margins and orientation as the downloaded PDF.
Choose the page size and margins
The Page settings button shows what is currently chosen, for example A4 · Automatic · Small margins. Open it to change four things. Every image page follows the same settings, and the preview updates as you change them.
- Page size: A4, Letter, or Same as image. Same as image makes each page the shape of its photo, with no white border.
- Orientation: Automatic turns each page to suit its photo, so wide photos get landscape pages and tall ones portrait pages. You can also force Portrait or Landscape for every page.
- Margins: None, Small or Large, the white space around each photo.
- Quality: Standard keeps files small enough to send by message. High keeps more detail for printing or small text.
Which images work
JPG, PNG, WebP, GIF, BMP and AVIF all work. HEIC and TIFF work wherever your browser can open them. On an iPhone, photos you pick from your library are handed over as JPG copies, so they always work. If a file can’t be read, PDF Tools names it so you know which one to replace.
The rotation your camera recorded is applied automatically, so photos come out the right way up. Very large photos are scaled down to a sensible size, which keeps the PDF quick to open and easy to send.
Keep going after the PDF is made
The document stays open after you download it, so you can carry on. Use Add files or the Add PDFs or images tile to add more photos or an existing PDF. Switch to Sign to sign it, or to Fill if you added a form. Changed your mind about a page? Delete it with the bin button under it, or use Undo.
Questions
Are my photos uploaded?
No. The PDF is created in your browser, on your device. Your photos never leave it.
How many photos can I add?
There is no fixed limit. Very large batches depend on your device’s memory, so on an older phone it can help to make the PDF in a few smaller parts and merge them afterwards.
Why are my photos smaller in the PDF than on my phone?
With Standard quality, large photos are scaled down so the PDF stays easy to share. Choose High in Page settings when you need more detail.
Can each page be the size of its photo?
Yes. In Page settings, choose Same as image as the page size.
